HRS4R
Human Ressources Strategy For Researchers

Engaging in the HRS4R labelling process
In November 2023, ENSICAEN committed to the HRS4R strategy by publicly recognising the 40 principles of the European Charter for Researchers and the Code of Conduct for the Recruitment of Researchers (see letter of commitment below).
In order to obtain the ‘HR Excellence in Research’ label awarded by the European Commission, ENSICAEN has committed to implementing these key principles in its practices. This label rewards ENSICAEN’s commitment to improving its recruitment, induction and career management practices for researchers.
The aim is to promote the careers of researchers in the European Research Area (ERA).
The label is awarded by the European Commission following the implementation of an approach: the European Human Resources Strategy for Research (HRS4R).
Objective : to align our procedures with the European Charter for Researchers and the Code of Conduct for the Recruitment of Researchers (40 principles) in 4 main areas:
- Ethical principles and professional responsibilities
- Recruitment, career development and mobility
- Working and safety conditions, workplace environment
- Training
At the end of December 2024, the institution’s HRS4R project was submitted to the European Commission’s expert assessors, and an assessment report is expected in the first quarter of 2025.
Benefits of the HRS4R approach
The “HR Excellence in Research” label helps to make the institution more attractive to researchers from all over the world. It also makes it easier and more secure to obtain research funding from the European Union (Horizon Europe):
- Increased national and international visibility via the EURAXESS website and greater attractiveness for the institution
- Standardisation of best practice within the institution: create a working environment that is favourable to researchers
- Extended recruitment: systematic publication of vacancies on the EURAXESS website (mention of the ‘HR Excellence in Research’ logo)
- Compliance with Art. 32 of the Annotated Model Grant Agreement relating to the implementation of the 40 principles of the Charter & Code
- Allocation of European grants facilitated: priority in the event of a tie when submitting projects in response to European calls for projects
